Receipt of Bids:

Sealed bids for the construction of the Downtown Water & Sanitary Sewer System Replacement will be received by the Village of Rantoul (hereinafter referred to as the Owner) at 333 S. Tanner St., Rantoul, IL 61866 on or before, but no later than 11:00 AM (local time) on Tuesday, May 3rd, 2024 and immediately thereafter all Bids received will be publicly opened.

General Description of Work:

The project is located in the downtown areas on Tanner St. from Champaign Ave. to Grove St., on Garrard St. from the alley south of Sangamon Ave. to Grove St., and in the alleys both south and north of Sangamon Ave. from Tanner/Kentucky St. to Garrard St.  The work consists of the replacement of both water and sanitary sewer systems including water service lines and sanitary sewer laterals.

 

Bidding Documents:

The Project Documents may be obtained from Hutchison Engineering’s website at www.hutchisoneng.com under the Bidding tab.  Project documents will only be distributed electronically.  The bidder will be responsible for making hard copies of the Project Documents.  

All questions shall be directed to Shane Larson at and received no later than             Thursday, May 2, 2024 at 12:00 PM.  All questions shall be answered by issuing addenda no later than Friday, May 3, 2024 at 4:00 PM.

Bid Security:

Bids shall be properly and completely executed on the Bid forms and must be accompanied by a satisfactory Bid Security and other documents as may be described in the Instruction to Bidders. 

Each Bid shall be accompanied by a certified or cashier’s check payable to the Owner or a satisfactory Bid bond executed by the Bidder and a surety company, in an amount equal to not less five (5) percent of the Bidder’s maximum Bid price as a guarantee that the Bidder will within fifteen (15) days after the date of the award of a contract execute an Agreement and file bonds and insurance as required by the bidding documents if the Bid is accepted.  If the Successful Bidder fails to execute and file an Agreement, Bonds, and Insurance as required in the Bid Documents, the amount of the security submitted with the Bid shall be forfeited.  

Holding of Bids:

No Bids shall be withdrawn after the opening of Bids without the consent of the Owner, for a period of sixty (60) days after the scheduled time of closing Bids.  

Prevailing Wage:

The contractor to whom this award shall be made pursuant to this procurement shall be subject to all applicable to all Federal and State laws and regulations, including but not limited to the Illinois acts commonly known as the Illinois Prevailing Wage Act (IL Rev. Stat. Ch. 48, Secs. 2201-2207).   The submissions of the proposal or bid by the Offerer in response to the Advertisement for Bids constitutes an acknowledgment of and an agreement by the Offerer that it understands and will comply with the Illinois Prevailing Wage Act and the Illinois Preference Act.

Bonds:

A Contract Bond for payment and performance is required in connection with this procurement.  The bond shall specifically provide that the Principal must pay all sums of money due or to become due for any labor in accordance with the Illinois Prevailing Wage Act (IL Rev. Stat. Ch. 48, Sec. 39(s) -1-12).

Award of Contract:

The Owner reserves the right to reject any Bid for failure to comply with all requirements of this notice or any of the Bidding Documents, however, it may waive any minor defects or informalities at its discretion.  The Owner further reserves the right to reject any and all bids or to award a contract which in its judgment is in the best interest of the Owner.
